Application Phases and States – Posting Summary Report Explained

There are 3 phases available :

  1. New Phase: Applicant has been added to the requisition and no further action has been taken.
  2. Offer Phase: The application has moved from the New phase to the Offer phase
  3. HR Phase: The job offer phase has been completed and accepted and is now in HR for processing.

Within all 3 phases, there are various states available.

New Phase:

There are 3 states available in the New phase:

  1. Rejected by Employer: The job offer was rejected by the department for various reasons e.g., did not meet required criteria, the wrong candidate was matched, etc.
  2. To be Reviewed: The candidate has been matched to the requisition, but the department has not yet started creating the offer.
  3. Withdrawn by Candidate: At the department level, this could indicate that the candidate has declined interest in the position before the offer has been created.

Offer Phase:

There are 8 states in the Offer phase:

  1. Draft: The offer creation process has been initiated by the department but has not yet been submitted for approval.
  2. Pending Approval: The offer has been submitted and is currently awaiting approval
  3. Approved: The offer has been fully approved by all required levels and is ready to be extended to the candidate.
  4. Approval rejected: The offer was rejected at one of the approval levels and has been returned to the department. The department must review, revise, and resubmit the offer for approval.
  5. Extended: The offer has been sent to the candidate and is currently awaiting their response.
  6. Withdrawn by Candidate: This indicates that the candidate has declined interest in the position before the offer got extended and so the department withdrew their application, or the candidate declined the job offer after it had been extended.
  7. Rejected by Employer: This indicates the candidate was not selected (e.g., did not meet required criteria and so was rejected by the department.
  8. Accepted: Indicates the job offer has been accepted by the candidate.

HR Phase:

There are 6 states in the HR phase:

  1. Error During Processing: An error occurred during HR’s attempt to create the assignment record. Most times this is related to a duplicate record being created by departments for the candidate.
  2. Processing in Progress: HR is actively processing the assignment record in the system.
  3. Pending Manual Processing: The offer has been accepted by the candidate and is waiting to be processed by HR.
  4. Processed: The candidate’s assignment has been successfully created and is active for payroll in the system.
  5. Withdrawn by Candidate: Means the candidate initially accepted but then withdrew. HR will cancel the assignment and record a reason for the withdrawal.
  6. Rejected by Employer: this may occur during processing if the candidate is found to no longer meet necessary requirements, and the assignment must be withdrawn.
