At this point in time, non-mobile devices running Windows OS with ARM processors cannot be purchased with University or research funding.
This limitation is in place because the University’s current endpoint protection, Cortex, which is a security requirement for University and research funded devices, is not available for ARM processors. The University continues to monitor the availability of Cortex for ARM and will update this standard when it becomes available.
