As a delegate for creating and submitting expense claims, am I accepting the risk with the terms and policies when submitting expenses?

If someone delegates their expense report creation and submission, then the expense creator is responsible for clicking the box to confirm that they have read the terms and conditions and accept any responsibility for incorrect expenses that they may have created on behalf of the delegator.
